Not exactly, the case is split.

The pressure side is the left case half, so any oil galleys on the right will be after the main bearing feeds, and not much use for oil pressure readings.
It's an access hole for some internal machine work, but someone would need to pull the plug to find out exactly what. The oil level is a couple inches too low, below the camshaft. I do have a pic of the plug on my engine during it's rebuild, but it's in the car now.
