K section Relay

To whom it may concern:

I have a problem with the K section relay in my 1980 Volkswagen
rabbit Diesel. When I insert it the wipers and the heater fan work
the first time but they will not work after I shut the engine down.
I have to reinsert it. I have used a tester relay and the same
result happens. My Volks dealer does not know what is going on so I
am appealing to this message board for posssible answers.
