74 superbeetle struts

i put new struts on new rubber spacers under the mounting plate i put
bearing on top then tightin everthing down but it tightins down to
the shock but it still is loose im i missing something i have no
complete detail of this i have smaller tires on could this effect it
any please help desperate this for a 16 yr girl first car
