Hood stuck on 71 S. Bug, Help

The front hood will not open on my 71 bug. The latch at the outside
handle works, but I think the latch in the glove box is not
releasing.
It use to take two people to open, one two hold down the lever in
the
glove box and the other to open the latch on the handle.

What do I need to do to release the hood?
