i find that a nice smooth piece of wood and a hammer works great
with the wood you can put it flush every time

plus if you are tearing the engine down then replacing all the exhaust gaskets (they come in the kit anyways)is pretty easy and it will give you a chance to clean up the studs , they come in the kit anyways

with the number being ground off I would assume the block has either been stolen or rebuilt or altered- anyones guess

im sure sean will give you the low down on measuring up the block to figure out what it is

hmmmm.....
have you had any luck with this
its possible you overloaded your solonoid and weakened it
could you possibly take a video of your bug trying to start as the sound is always helpful
plus anything odd will be visible to those trying to help
