Hi there Marg.
It certainly sounds like your switch is dead, but I have found the quickest way to check (from experience), it to peel the carpet back from around the switch, and (depending on your wiring system) disconnect the white wire with the black stripe (main power) and just touch it to the white wire end first (low beam), then to the Yellow wire end (high. colours may be reversed, I'm doing this from memory). Have someone check to see if the light is indeed low while the white w/ black strip is touching the white wire. If the beam is low, then it would be the switch.
if the beam is high no matter which of the wires you are toughing with the main one, then there must be some kind of short. (oh, make sure your headlight switch is on when you do the test, and there will be a very small spark on contact)
