I'm Argentine, but I move to Uruguay in 1996.

Small and beautiful country.
The advantage is the proximity with Brasil...  a lot of parts!!! but the chemicals, oils, fuels  sad

If you really needed a certain chemical, say Permatex Aviation, couldn't you order it online?

Why are chemicals and fuel difficult to locate in Uruguay?

No Mike, the fuel/oil is a monopoly, distilled from bad petroleum. (too much sulfur...)
The fuel is distilled by Ancap company, and redistributed to others companies (Esso, Petrobras).
Some brands are available (Motul, Texaco, Castrol) only oils, but no Permatex dealers/importers...
