overheating

I have a 99 beetle that overheated on me Sunday. I put a new cooling
fan thermo switch and thermostat in, but no luck. I have noticed
that the upper rad hose is hot and the lower is cold and I am not
getting heat inside of the car. Is it the waterpump? Any help will
be appreciated.
